If you're building in a bushfire-prone area in Australia, one of the first things you'll encounter is your BAL rating. It determines how your home needs to be built to withstand bushfire attack — and it directly affects your construction costs, materials, and timeline.
This guide breaks down all six BAL ratings under Australian Standard AS 3959, explains how they're determined, and covers what each level means for your build.
What Is a BAL Rating?
BAL stands for Bushfire Attack Level. It's a classification system defined in Australian Standard AS 3959 — Construction of buildings in bushfire-prone areas. The standard assigns one of six ratings to a building site based on the potential level of exposure to bushfire attack.
Your BAL rating determines the construction requirements for your home. The higher the rating, the more stringent the building standards — and the more it costs to build.
BAL ratings are used across all Australian states and territories, though each state has its own planning framework that triggers when a BAL assessment is required.
The Six BAL Rating Levels
BAL-LOW
Heat flux: Less than 12.5 kW/m²
BAL-LOW means there is insufficient risk to warrant specific bushfire construction requirements. The site is either not within a designated bushfire-prone area, or the vegetation and distance are such that the risk is negligible.
Construction requirements: Standard construction — no additional bushfire-specific building requirements apply.
BAL-12.5
Heat flux: Up to 12.5 kW/m²
BAL-12.5 is the lowest level where bushfire construction requirements apply. The primary risk is from ember attack and radiant heat at relatively low intensity. Most homes in bushfire-prone areas with reasonable setback distances from vegetation fall into this category.
Construction requirements: Ember protection to roof, wall, and subfloor openings. Non-combustible guttering. Tempered glass to windows on the bushfire-exposed side. Timber decking is still permitted with some restrictions.
BAL-19
Heat flux: Up to 19 kW/m²
BAL-19 represents an increased level of ember attack and moderate radiant heat exposure. The site is closer to classified vegetation or on steeper terrain.
Construction requirements: All BAL-12.5 requirements, plus upgraded wall cladding materials, non-combustible or bushfire-resistant external walls, and toughened glass to all windows on exposed sides. External timber elements require specific species or treatment.
BAL-29
Heat flux: Up to 29 kW/m²
BAL-29 indicates significant exposure to radiant heat and ember attack. At this level, the building may also be exposed to direct flame contact from nearby vegetation. Construction costs increase noticeably at BAL-29 and above.
Construction requirements: Non-combustible external walls and cladding. All windows on exposed sides require bushfire-resistant shutters or BAL-rated glazing systems. Subfloor spaces must be enclosed with non-combustible materials. Stricter requirements for roofing, fascias, and eaves.
BAL-40
Heat flux: Up to 40 kW/m²
BAL-40 represents a high level of bushfire attack. The site has close proximity to dense vegetation on steep terrain, resulting in severe radiant heat exposure and a high likelihood of direct flame contact.
Construction requirements: All external materials must be non-combustible. Windows require specialised bushfire-rated glazing or solid shutters. External doors must be non-combustible with seals. Significant restrictions on any attached structures like decks, carports, or pergolas. Many standard building products are not suitable at this level.
BAL-FZ (Flame Zone)
Heat flux: Greater than 40 kW/m²
BAL-FZ is the highest and most severe bushfire attack level. The site is exposed to direct flame contact from the fire front itself. Building in a Flame Zone is possible but requires specialist design and significantly increases construction costs.
Construction requirements: The most stringent requirements under AS 3959. All construction must withstand direct flame contact. External walls typically require heavy-duty systems such as concrete, masonry, or steel framing with non-combustible cladding. Specialist engineering advice is usually required. Some councils may restrict development in Flame Zone areas altogether.
How Is a BAL Rating Determined?
A BAL assessment considers three factors to calculate the level of bushfire exposure at a specific building site:
1. Vegetation Type
The type of vegetation surrounding the site is classified into groups under AS 3959. Group A covers forest (tall open forest, closed forest). Group B covers woodland. Group C covers shrubland (tall shrubland, closed heath). Group D covers scrub. Group E covers mallee and mulga woodland. Group F covers rainforest. Group G covers grassland (tussock grassland, pasture, cropland).
Different vegetation types produce different levels of fire intensity. Dense forest generates significantly more radiant heat than open grassland at the same distance.
2. Slope of the Land
The slope of the terrain between the classified vegetation and the building site affects fire behaviour. Fire travels faster and generates more radiant heat when running uphill. A site below a vegetated slope faces higher exposure than one on flat ground.
The slope is measured from the vegetation to the proposed building location, not the slope of the building site itself.
3. Distance From Vegetation
The distance between the edge of classified vegetation and the proposed building is the third factor. Greater distance means lower radiant heat exposure at the building site. The required setback distance varies depending on the vegetation type and slope.
These three factors are assessed together using the lookup tables in AS 3959 to determine the appropriate BAL rating.
When Do You Need a BAL Assessment in Western Australia?
In WA, a BAL assessment is required when your property is within a designated bushfire-prone area under State Planning Policy 3.7 (SPP 3.7) — Planning in Bushfire Prone Areas.
The Department of Fire and Emergency Services (DFES) maintains a bushfire-prone area map that identifies which properties fall within designated bushfire-prone zones. If your property is on this map, you'll need a BAL assessment before you can obtain development approval or a building permit from your local council.
A BAL assessment involves a qualified assessor visiting your property to classify the surrounding vegetation, measure slope gradients, and determine setback distances. The assessor then prepares a BAL report suitable for submission to your local government or building certifier.
In Southwest WA — including Margaret River, Busselton, Dunsborough, Bunbury, and surrounding areas — extensive bushfire-prone zoning means most new residential developments require a BAL assessment.
BAL Assessment vs Bushfire Management Plan — What's the Difference?
These two documents are often confused, but they serve different purposes.
A BAL assessment (Level 1 under the Bushfire Attack Level Assessment framework) determines the bushfire attack level for a specific building site. It focuses on one lot and one proposed building location, and the output is a BAL rating (BAL-LOW through BAL-FZ) with corresponding construction requirements.
A Bushfire Management Plan (BMP) is a broader document that addresses bushfire risk for an entire development — often a subdivision, multi-lot development, or complex site. A BMP includes hazard assessment, risk mitigation strategies, access and egress planning, water supply requirements, and vegetation management recommendations. BMPs are prepared by BPAD Level 2 or Level 3 accredited practitioners.
Most single-lot residential builds in WA need a BAL assessment only. Larger developments or sites in high-risk areas may require both a BAL assessment and a BMP as conditions of planning approval.
What Does Your BAL Rating Mean for Building Costs?
The construction cost impact increases with each BAL level. BAL-LOW has no additional cost. BAL-12.5 adds minimal cost, typically under $5,000. BAL-19 is moderate, around $5,000 to $15,000. BAL-29 is significant at $15,000 to $40,000. BAL-40 is high at $40,000 to $80,000 or more. BAL-FZ is very high at $80,000 and above, with specialist design required.
